Delegate Phillips moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Engrossed Committee Substitute for S. B. 819 -- "A BILL to amend and reenact §16-1-4 and §16-1-9a of the Code of West Virginia, 1931, as amended, all relating to the regulation of public water systems; creating two classifications of backflow prevention assemblies; providing that the Secretary of the Department of Health may not require low-hazard backflow prevention assemblies to be inspected more frequently than once in 3 years; providing that high-hazard backflow prevention assemblies shall be inspected annually.".
